The Serbian Environment
The 2026/27 SuperLiga rulebook and the domestic competitive map — what the regulations force upon our recruitment, and what each rival club is useful for.
Competition format
- 14 clubs in 2026/27, shrinking to 12 from 2027/28 — confirmed. That means four automatic relegations at the end of 2026/27, no play-off.
- 26-round regular season → split into Championship round (top 6) and Relegation round (bottom 8); points carried over in recent practice (2026/27 propozicije machine-unreadable — verify in-game).
- European slots: champion → UCL Champions Path qualifying (Zvezda entered 2026/27 qualifying as a high seed, coefficient 46.500 — level with Dinamo Zagreb); cup winner → UEL qualifying; runners-up/third → UECL qualifying.
- 2026/27 windows: summer ran 2 July – 18 September 2026; winter historically mid-January to mid-February (2027 dates unpublished at reference date).
Rules matrix — what constrains us
| Rule | Requirement | Recruitment consequence |
|---|---|---|
| Bonus players | Two bonus players must be fielded at all times: Serbian citizens under 21, born on/after 1 Jan 2004 (threshold rolls annually; public debate exists about abolishing the rule). Citizenship — not passport origin — decides eligibility. | Kostov, Gaštarov, Šarić, Strika, Radanović etc. are registration gold. Every squad we name must carry at least two — cheap to satisfy now, catastrophic to forget. |
| Foreign players | Foreign-status players limited to 4 (per matchday squad per one reading; simultaneously on the pitch per another). EU citizens do NOT count as foreign — the rule keys on EU citizenship from Serbia's Stabilisation & Association framework. Reading conflicts between sources: verify the exact mechanic in FM27. | Croatians and Slovenians register as domestic; BiH, Montenegro, N. Macedonia and Kosovo nationals occupy slots unless they hold an EU (often Croatian) or Serbian passport. Every scouting decision starts with the passport check. |
| Serbian A-list quota (new 2026/27) | FSS decision (29 May 2025, Gazette 8/2025): minimum 15 Serbian-passport players among a maximum 30 on the A-list. Youth leagues cap 2 non-Serbian players on the pitch. | Squad-building ceiling in one line: at most 15 non-Serbian A-list spots. Bloated foreign recruitment is now literally illegal, not just unwise. |
| UEFA List A | Max 25, of which 8 locally trained (4 club-trained — 3 seasons aged 15–21 at Zvezda; 4 association-trained). Shortfalls shrink the list. | Academy retention is a UEFA registration asset: the Kostov generation keeps List A full while big names fill the foreign places. |
| UEFA List B | Unlimited U21s (born 2005 or later for 2026/27) with two uninterrupted years at the club, addable during the competition. | Radanović, Šarić, Strika, Kim, Gaštarov ride List B — they cost nothing in List A space. Do not loan out anyone who breaks the 'two uninterrupted years' chain carelessly. |

The second tier & development pathway
The Prva Liga is the loan platform, but Grafičar (the official feeder) is fighting relegation (3W–8L) — a bad environment for finishing prospects. Prefer OFK Beograd, IMT and Železničar Pančevo (all top-four environments) and Radnik Surdulica, who develop sellable forwards (sold Owusu to Zvezda for €2.5m). Zvezda's own U19 — European-level with Kostov's generation — remains the primary production line.
