Executive Verdict
Ten decisions define this project. Everything that follows — the squad audit, the recruitment empire, the tactical blueprint and the financial plan — exists to execute them. Build the strongest sustainable football operation in the Balkans, not the strongest starting eleven in Serbia.
The ten biggest decisions
Ranked by consequence. Each is expanded in the relevant section of the dossier.
01Renew Kostov now — January, not summer
The franchise is 18, producing 6G+2A, and contracted only to 2028. Every month without a renewal transfers leverage to buyers; pre-contract exposure starts January 2028. Renew to 2030/31 with a ~€35m release clause. Sell only above €30m, and only if renewal fails.
02Buy a right-back — the squad has none
Zero natural right-backs in a 30-man squad: Seol, N. Stanković and Bojat all left. Every tactical plan is a compromise. Ognjen Mimović (Fenerbahçe, live talks in October 2026, Zvezda-trained, bonus-eligible) is the answer at €4–6m — January priority #1.
03Defuse the 2027 contract cliff
Eight deals expire June 2027: Ivanić, Katai, Krunić, Arnautović, Bukari, Cham, Guteša, Addo. Decide each in January — one-year rotational extensions for the legends, clean exits for the rest. Arriving at 2027/28 with eight simultaneous departures is how dynasties wobble.
04Promote from within: recall Šljivić and Sremčević
The Ivanić and Arnautović successions are already in the building, out on loan. Two internal promotions beat two external buys — and both are Serbian, bonus-eligible, and cost nothing.
05Back Riera's identity with the right athletes
The coach wants possession plus an aggressive counter-press; the squad can't sustain either against elite tempo yet. Every window must add Profile-D athleticism (recovery-pace CB, press-resistant pivot, sprint winger) or the philosophy stays a domestic luxury.
06Fix the European collapse pattern
Plzeň (1–5 away after 3–0 home) and Lugano (two late goals) are the same bug: defensive-transition structure. System B's mid-block with a rest-shape sprint rule addresses it directly. The 2025/26 UEL data (6 conceded in 8) proves the compact ceiling exists.
07Sell on the upward curve
Move Guteša, Addo, Luckassen and Babicka in January — dead wage, expiring deals. Never repeat the hold-forever pattern: assets get extended at 60+ senior appearances or sold, never left to rot into their final year.
08Rebuild the development pathway around Grafičar's decline
The official feeder is fighting relegation in the second tier (3W–8L) — a terrible finishing school right now. Route prospects through OFK Beograd (proven partner), IMT and Železničar Pančevo until Grafičar stabilises.
09Treat August as the season
The UCL-vs-UECL participation gap is ~€15.5m — the largest controllable financial lever in the save, bigger than any transfer. Squad construction must peak for the qualifying rounds: no injury-prone starters pencilled in for August.
10Registration arithmetic before scouting romance
15 Serbian-passport players in a 30-man A-list; two bonus players (Serbian U21s) on the pitch at all times; 4-foreigner limit where EU passports register as domestic. Every target is checked against the quotas before a single enquiry is made.
The bottom line
If you read nothing else before the first matches: this XI, these five to build around, these five to move on, these five to sign — and the one error that kills the project.
The five to build around
- Vasilije Kostov (18, AM) — The franchise — 6G+2A at 18; renew, protect, build the attack through his half-space
- Bamba Dieng (26, CF) — The modern pressing 9 the club lacked; free transfer already worth ~€12m indicative
- Timi Max Elšnik (28, CM) — 19 of 21 games played — the system's lungs; EU-registered; renew now
- Tomás Händel (25, DM) — The league's best single pivot; the one irreplaceable profile — manage his load
- Stefan Gudelj (20, CB) — Academy ball-player contracted to 2031 — the Veljković succession in-house
- Adem Avdić (19, LB, conditional) — €10m talent whose entire case is his knee — no pressure, no rush
The five departures to prioritise
- Ivan Guteša (24, GK) — Zero minutes, expiring, overtaken by a 17-year-old — sell January
- Edmund Addo (26, DM) — Contract-year loanee, no pathway — sell, don't lose for nothing
- Derrick Luckassen (31, CB) — Wage exceeds output; sell at ≥€500k
- Shavy Babicka (26, RW) — €4m for 6 apps — close the file, permanently
- Muhammed Cham (26, AM) — No buy — 900 minutes for 1G+1A belongs to Balov and Šarić
The five transfers to pursue first
- Ognjen Mimović (RB, Fenerbahçe) — Fills the severe hole with a Zvezda-trained, bonus-eligible wing-back — live talks already reported
- Dejan Zukić (AM, Vojvodina) — The league's best player; Serbian; transforms creation immediately
- Vukašin Bogdanović (ST, Radnik Surdulica) — ~€1m for a top-3 league scorer — striker depth fixed for nothing
- Uroš Miladinović (LW, Čukarički) — 22, Serbian, 4 goals from wide, 3–4x resale — the Ivanić succession accelerates
- Andrija Živković (RW, PAOK) — FREE summer 2027 — UCL pedigree on a pre-contract; zero fee pays the wage
